Okeanos 2 is a blue striking and reducing color.  Reformulated with the same nucleation system as Terra 3 and Ekho 2, it strikes to a range of blues, greens, purples and amber.  
It works well on the surface or encased.  Super-heating can cause phase separation, resulting in webbing.  
Okeanos 2 is capable of developing a subtle luster and retaining that luster under clear encasement.
